The most significant departure is the recommendation that the one-ounce First-Class rate increase by two cents, to 41 cents, rather than by three cents, to 42 cents, as USPS had asked

For Periodicals, the Commission granted the 11.7% increase sought for out-of-county Periodicals but reduced the proposed in-county increase from the 24.4% requested to 18.3%.  The decision, however, as we expected, moves further in the direction of &quot;cost-based rates&quot; by recommending rates that take into account bundles, sacks and pallets, not just pieces and pounds.  During the case, American Business Media had supported changes in rate design that would encourage the movement of mail from sacks to pallets but had opposed the imposition of rates fully reflecting the cost differences in order to protect those that cannot make the shift at this time from extraordinary increases.  The Commission agreed, and it stressed that the rates it recommends contain &quot;significant moderation&quot; from the rates proposed for this new structure by Time Warner.  It did so, in part, based upon ABM&apos;s testimony demonstrating that it is necessary to moderate the impact on those that cannot co-mail, at least at this time.

The case now shifts back to the Postal Service, which will decide whether to accept or reject the recommendation.  New rates are expected to be put in place in May.</description>
